In accordance with Chapter 10.850, Rules of the Auditor General, which governs the conduct of charter schools and similar entity audits
performed in the State of Florida, the governing body of the charter school shall make annual progress reports to the Sponsor. The
annual audit of the charter school shall be conducted by an independent public accountant licensed to practice public accounting in the
State of Florida, and the charter school's independently audited financial statements shall be included in this report, along with other
information required pursuant to section 229.592, Florida Statutes. The audit report is provided to the School Board of Okaloosa County
for review and retained in the School Board's permanent files.
The Auditor is required to determine whether or not the charter school is in a state of financial emergency based on criteria specified in
Florida Statute 218.503(1). Per the attached audit report, Destin High School, Inc., did not meet any of the conditions described in
Florida Statute Section 218.503(1); therefore, the school was not considered to be in a financial emergency for fiscal year 2024-
2025. However, upon the District’s review of the annual financials under provisions of the State Board of Education Rule 6A-1.0081(2)
(a)1.b., it was determined that there was a Deteriorating Financial Condition and required notices were sent out by the District’s Chief
Financial Officer.
The firm of King & Walker, Certified Public Accountants, 2803 W. Busch Blvd., Ste. 106, Tampa, FL 33618, performed the 2024-2025

Currently, the District makes two payments for TAPP day care: one payment to Early Learning Coalition (ELC) and one payment to the
day care to cover the parent's portion. The ELC-EC desires to adjust the agreed upon daily rates to address parent co-pays. This
agreement would allow the District to make one payment for TAPP day care to the ELC. The ELC would then pay the parent's portion to
the day care. This would streamline the process and be the same cost for the District.
