RE: Additional Work at Old Antioch Road
Due to the proximity of the water table to the bottom of the granular subbase on Old Antioch Road it
has been recommended that an additional 12” of existing material be excavated and replaced with a
sand material. This will allow for additional drainage to occur underneath the granular subbase and
Type B 12.5 base material. This will occur from STA 29+00 to STA 46+00 from the left edge of subgrade
to the right ditch, an approximate width of 32’.
The cost for this additional work will come from existing Pay Items and will be as follows:
Pay Item Description Estimated Quantity Unit Price Total Price
120-4 Subsoil Excavation 2015 CY $10.00 $20,150.00
120-6 Embankment 2015 CY $20.00 $40,300.00
Total Additional Cost: $60,450.00
This work will also involve additional time in order to complete the broader scope of work. This
additional time is estimated at 8 days. This time will be added on to the original contract time of 80
days, increasing the contract time to 88 days (not including weather days to date).
Please let me know if you have any questions or concerns.
Sincerely,
—

Ok — I’m good with proceeding provided we do an after-the-fact confirmation to the board for the next meeting.

Subject: Old Antioch Road Reconstruction
Jim,
John said he mentioned it to you this morning, but the contractor has encountered an unanticipated subsurface
condition that we need to address immediately. The existing material beneath the lower portion of Old Antioch Road is
not responding well to wet conditions. Based on design borings we anticipated more favorable material, but it turns out
that mixed in with the soils are organics and large tree stumps. In order to allow for the roadway to provide an
adequate service life (20-25 years), the poor material needs to be removed and then replaced with clean sand.
In our construction documents we already have line items that will account for the material we need. However, the
amount in the current bid documents is significantly lower than what will be required to perform the full extent of the
work. In talking with Purchasing, we are required to obtain BCC approval for the significant increase in the line item
quantities. | will prepare the agenda request for presentation on 11/20, however if we wait that long to notify the
1
contractor we will have to contend with additional de-mobilization and site maintenance costs (i.e. claims) due to our
delay. The existing contract is for approximately $560,000, this change is for approximately $60,000.
With your concurrence, | would like to authorize the contractor to execute the work associated with the attached
change order immediately then present the matter to the BCC as an “after the fact” item at the next meeting. In the
long run this will save the county a substantial amount of money by properly installing the work and minimizing delay
costs.
Should you have any question, please feel free to contact me.
Thanks,
Jason
