These are federal funds provided to the school district for the purpose of
providing services to Exceptional Student Education students, ages 3
through 22. The grant application has been delayed, and the submission
date has been extended until July 15, 2014. However the FLDOE is
requiring approval of the funds, form DOE 100(B), be submitted by July
1,2014. Please see the excerpt from the state's email dated 5/29/14:
"Due to unforeseen circumstances, the online application has been delayed and we are working toward having the
system available very soon. In light of this situation, an extension has been granted for districts to submit electronically
the IDEA entitlement application. However, the deadline for receipt of the DOE 100 (A or B) by July 1, 2014, still
remains in effect. To ensure the continuity of FY 2014-15 IDEA entitlement funds (Part B and Preschool) with an
effective date of July 1, 2014, districts must mail a completed and signed DOE 100 (A or B), which must be received in
the Office of Grants Management (OGM) by close of business (5:00 p.m. EDT) on July 1, 2014, and submit the
completed application electronically on or before Tuesday, July 15, 2014. "
The full IDEA budget will be presented to the Board prior to submission to the
state.

reject all proposals to RFP
14-07 School Food Service

and recommended by the

Type : Action (Consent)
Recommended Action : Motion to reject all proposals
to RFP 14-07 School Food
Service Management
Operations and to re-
advertisement of a revised
RFP for School Food Service
Management Operations.
Public Content
Superintendent's recommendation and justification:
Upon consideration of the School Food Service Management Operations RFP 14-07 and the efforts of
the RFP Selection Committee, my recommendation is that the School Board reject all proposals and re-
advertise a revised RFP. Certain aspects of the Evaluation Criteria section found on pages 36-37 of the
RFP are ambiguous. These ambiguities appear to have led to inconsistent approaches to scoring, which
have resulted in scoring that appears to be unreliable. The re-advertised RFP should have additional
language in the Evaluation Criteria section to unambiguously guide members of the Selection
Committee on how to apply each category's score range to the proposals. The current RFP lacks this
type of language for multiple important categories. The magnitude and importance of this contract
make it particularly important that the Selection Committee is provided with unambiguous rules to

Race to the Top Florida Standards Professional Development Action Project (PDAP)
Request for Assistance (RFA) Award
Across the past two school years, educators in Okaloosa County attended state-
sponsored CCSS Summer Institutes. At these activities, administrators and educators
assembled in school teams or individually to identify readiness to implement CCSS
and create a school or district-based plan to begin this process. Additionally,
administrators and educators spent time in training sessions to increase knowledge
of the new standards and learned new instructional activities or routines to use in
their classrooms and schools.
With funds from this PDAP, Okaloosa County School District intends to positively
impact all students across the district by providing educator development in two
critical areas: English Language Arts/Intensive Reading and Math. These funds will
support mini-professional development action projects across all building levels and
content areas; however, each mini-project will have a targeted educator audience.
Educator needs and student achievement data played a part in determining how
best to focus the mini-projects throughout the district.

Public Content
After negotiations with K-12 Inc., personnel and the review of these documents by the
School Board attorney and Chief Financial Officer, we are able to recommend this
vendor to the Board to provide K-12/Aventa Option services to Okaloosa County public
school students who meet the requirements of the program. This is one of the two
vendors approved by the DOE to provide elementary virtual services. We will meet the
requirements of the K-12 VIP legislation (1002.45) by contracting with this approved
state vendor for Kindergarten through Fifth and Okaloosa Online, for full and part
time elementary, middle, and high school virtual students. In 2013-2014, Okaloosa
County had 23 students in this vendor program. We would like to continue to make
this vendor an option for an additional year to our district’s families and
recommend approval of the attached contract for 2014-2015 school year.
