Each of Florida’s school districts selects their top 11th grade students in the areas of Science, Technology, Engineering or Mathematics
(STEM). Each scholar, along with their parents, will travel to Orlando for an extraordinary two-day program designed to bring together
scholars from around the state, connect them with employers that specialize in the STEM fields, and create a networking opportunity
between the scholars and schools from Florida’s College and State University System. This year’s program will bring 103 high school
STEM scholars together to conduct a “think tank” on tough Florida challenges.
The criteria for being nominated for the School and District Award is below:

Impact Aid under P.L. 81-874 for the
2019-2020 fiscal year naming Chief
Financial Officer Rita R. Scallan as
the authorized representative and Core
User Account Signer.
Public Content
P.L. 81-874 requires that School Board minutes reflect the authorized representative as part of the application process each year.
Historically, the Superintendent has been designated the authorized representative to sign the application on behalf of the School Board
of Okaloosa County. The application process has essentially consisted of a hard copy application signed by the Superintendent. The
request to name the Superintendent as the authorized representative for fiscal year 2019-2020 was submitted and approved by the
School Board at the September 9, 2019 meeting.
All Local Educational Agencies (LEAs) who are eligible to receive Impact Aid funds were recently notified regarding significant changes
to the application process. The change is a transition from a manual signatory system to an electronic signatory system. In order to
comply with the new requirement the School Board is required to establish a "Core User Account." The"Core User" must be an
employee of the School District with the authority to sign the Impact Aid application. The appointed "Core User" will have the authority to
create and manage two other users who will enter the District's detailed impact aid data into the system. The designated "Core User",
with signature authority, is required to log into the system to electronically sign the finalized application. In light of the time required to
complete this process, it is recommended the School Board approve the Chief Financial Officer as the authorized representative
with signature authority to file the Impact Aid application for fiscal year 2019-2020.

Niceville High School – Building 500 – This project consists of the tear-off and replacement of approximately 210 SQ of the existing
coated EPDM single-ply membrane roofing on Building 500. The existing roof system is installed on lightweight concrete over metal
decking. The new roofing system will be the District standard TREMCO modified bitumen/polyisocyanurate insulation system and all
related flashing and curbs. Included in this effort will be the installation of new roof drain inserts at all existing roof drains. Additionally, we
will be installing a new non-penetrating OSHA Compliant Fall protection railing system around the existing HVAC unit on the southeast
corner of the roof.
Niceville High School – Gymnasium – This project consists of the removal of approximately 77 SQ of wet insulation areas identified by
thermographic scan and replacement of the damaged insulation with new insulation, coverboard and single-ply membrane to match
existing system in place on the Gymnasium. Once the wet insulation is replaced we will apply a coating to approximately 106 SQ of
roofing on the Gymnasium. The new coating will be the District standard TREMCO Alpha Guard BIO system.
