SUMMARY EXPLANATION AND BACKGROUND:
Pursuant to School Board Policy 2-6, Cash and Investment Management, the
District is required to employ or contract with an individual or
company experienced in investment management, to manage the district's
investment portfolio. The financially prudent choice is to enter into an
Investment Advisory Service Agreement which would cost considerably less
than establishing a district position.
FAI Capital Management has provided continued experienced investment
management services, extensive investment research, continuous
monitoring of investment opportunities and investment
evaluation. Renewal of the existing Investment Advisory Service Agreement
would continue to ensure that the School Board's established priorities of
safety of principal, diversification, maintenance of adequate liquidity and
optimal return on investment, approved at the January 25, 2010 meeting,
are met.
The cost of the service agreement is not to exceed $32,500.00.

A generous donation was presented to the STEMM Center by Mr. Morris A. Davis, and
was designated specifically for the Linda J. Davis Mathematics Laboratory at the STEMM
Center. This donation was Board approved at the September 10, 2012 School Board
meeting. The donation was presented in the form of a “stock” donation and is in an
account under the name of Morris A. Davis. The brokerage firm of U.S. Trust, Bank of
America Private Wealth Management, Atlanta, Georgia will handle the transfer. In order
to facilitate the stock liquidation, the District must have a brokerage account to receive
the stock transfer and execute the sale. In 2005, the District had an account with
Raymond James & Associates, but had since closed that account. A motion to reopen
the account is being requested. Once the sale of stock is executed, a check will be
made to Jeff McInnis, Escrow Agent for the School Board of Okaloosa County, Florida.

The College Board's Advanced Placement (AP) Program is a nationwide program consisting of more
than 30 college-level courses and exams offered at participating high schools. Subjects range from art
to statistics. Students who earn a qualifying grade of 3 or above on an AP exam can earn college credit
or advanced placement or both. The District purchases AP exams annually from the College Board and
students in Florida's public secondary schools enrolled in AP courses do not have to pay to take the
exams.
The attached spreadsheet reflects the total estimated number of students who will participate in AP
testing for fiscal year 2012-2013. Each school has provided their respective funding source(s) for the
exam purchase since multiple revenue sources are available.
