BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: December 4, 2012 TO: Honorable Chairman and Members of the Board FROM: Greg Donovan SUBJECT: FDOT Grant Acceptance for Air Traffic Control Tower at Destin Airport DEPARTMENT: Airport BCC DISTRICT: All STATEMENT OF ISSUE: The BCC is requested to accept a grant from the Florida Department of Transportation (FDOT) for future construction of an Air Traffic Control Tower (ATCT) at Destin Airport. The project would include the structure, access road and utilities. BACKGROUND: FDOT is offering a $1 million grant to be utilized toward the future construction of an Air Traffic Control Tower (ATCT) at Destin Airport (DTS). Currently, the project cost is estimated at $4 million and depending upon an on-going Environmental Assessment (EA) and design requirements, construction could take place in early FY14. This FDOT grant provides partial funding for the project. The recommended funding strategy is to utilize Federal Aviation Administration (FAA) entitlement grants from Northwest Florida Regional Airport (VPS) for the remaining $2 million, and Passenger Facility Charge (PFC) participation for $1 million with signatory airline approval. OPTIONS: Approve, Reject or Table RECOMMENDATIONS: Approve the attached Joint Participation Agreement (JPA) and authorize the Chairman’s signature by the attached Signature Resolution.
