Services between the School
Board of Okaloosa County and
Pediatric Services of America
(PSA) for 2013-2014,
presented by Lois Handzo,
Program Director of Student
Intervention Services, and
recommended by the
Superintendent for approval.
Meeting : Jul 8, 2013 - Regular Meeting
Type : Action (Consent)
Preferred Date : Jul 08, 2013
Fiscal Impact : Yes
Dollar Amount : $930,728.06
Budgeted : Yes
Budget Source : Combination of Schools'
Discretionary funds (School
District funds) and Medicaid
funds
Recommended Action : Motion to approve the
Contract for Health Services
between the School Board of
Okaloosa County and
Pediatric Services of America
(PSA) for 2013-2014.
Public Content
This is a contract with Pediatric Services of America (PSA Health Care) to
continue to provide contracted school health services to the schools in
Okaloosa County for the 2013-2014 school year, which also includes ESY for
2014.
Mr. McInnis has reviewed this document and made minor changes that have
been incorporated and approved by PSA. Mr. Palmer and I discussed the
insurance section, which has not changed from last year. Ms. Scallan has
reviewed and approved the financial piece.
The contract will increase by $80,805.51 from the 2012-2013 contract. This
includes an administrative fee increase from 32% to 35%. The hourly rate
for Health Technicians, Licensed Practical Nurses and Registered Nurses at
the schools remain the same as the 2012-2013 contract. The hourly rate for
Registered Nurse Supervisors increased from $19.00/hour to $19.57/hour.
The Registered Nurse Program Coordinator's hourly rate increases from
$21.00/hour to $21.63/hour. Additionally, it had been difficult to fully cover
clinics with part time substitutes. Therefore, the 2013-2014 contract
provides for 3 full time Health Technician substitutes, which accounts for
$48,881.64 of the increase. When these substitutes cover clinics due to
absences by the regular health technicians, the regular health technicians
will not be paid that day. If the clinics are fully staffed with regular staff and
a substitute is not needed, these additional health technicians will assist in
schools with high need. Therefore, it is anticipated that the full amount of
the increase will not be used.
The budget is an estimate dependent on the number of actual clinic
positions requested by the District. Additionally, PSA and the School District
have agreed in this contract to renegotiate the contract if the Affordable
Care Act guidelines are added to or change that would necessitate the need
to increase funding.
