Subject : 6.3 403(b)/457(b) Voluntary
Retirement Savings Plan
Enhancement
Meeting : Aug 4, 2016 - Workshop
Meeting
Type : Information, Report
Public Content
The Benefits Oversight Group has reviewed and approved the following enhancement to the 403(b) and
457(b) Voluntary Retirement Savings Plans:
The addition of a simplified enrollment process – QuickEnroll
During the past five years participation in the Plans has decreased from approximately 25% to the
present rate of less than 15%. This is due in part to the following factors:
• Demographics – more participants are retiring and fewer new hires enrolling
• Fewer number of “service-basedâ€ representatives involved in enrollment activities
• More employees desiring to access benefits online
The Plan administrator, TSA Consulting Group, Inc.(TSACG) has recommended the addition of a
simplified enrollment process and a qualified default investment account to allow employees to
establish an account in either Plan within minutes. This “QuickEnroll process can be accessed
by any computer, tablet or smartphone. The employee selects a percentage of compensation that is
initially directed to an interest-bearing, principal-guaranteed account. At any time after enrollment, the
employee may allocate their account balance and/or contributions to a number of mutual fund options
or exchange their account to any of the existing investment providers authorized in the Plan without
penalty.
TSACG will support the QuickEnroll process with communications materials including pamphlets,
posters, etc. at no cost to the District.

community in Okaloosa County School District, Florida. Smithsonian will share Ecology and Science
learning to the school population using our website eMammal and a system of camera traps collecting

Recommended Action : Motion to approve the
updated Kindergarten Report
Card.
Public Content
Rather than a typical report card, Okaloosa County Kindergarten teachers use an age-appropriate
comprehensive reporting system. The system includes a quarterly assessment checklist that is fully
aligned to the Florida State Standards. In addition to the quarterly checklists, the system includes a
Teacher Guide providing explicit directions for administering each assessment element, a Parent Guide,
a mid-quarter parent progress report, and an appendix. The appendix, which was developed by a
group of Kindergarten teachers, includes all resources required to administer the assessment system.
Prior to the end of the 2016 school year, all Kindergarten teachers were provided the opportunity to
submit feedback concerning both the Kindergarten Report Card and Curriculum Guides. Initial revisions
were then made to the report card based on teacher feedback. A group of Kindergarten teachers
received the initial revisions via email. This group then met and collaborated with District Instructional
Coaches on to provide additional feedback and approve the final revisions. The assessment system is
completed online; MIS has developed a program that calculates each individual skill score once the
teacher has entered the raw score. A Kindergarten representative per school is trained to serve as a
resource in communicating the annual revisions. Upon approval by the School Board, the Parent Guide
will be available on the OCSD website.
