STATEMENT OF ISSUE: Awarding Beach Concession Services contract to Island Sands Beach
Service of NW Florida, LLC, being the highest bid based on specifications.
BACKGROUND and ANALYSIS: Beach Concession Services request for bids (RFB) was advertised
September 26, 2012. Island Sands Beach Service of NW Florida, LLC submitted the highest bid based on
bid specifications. The Beach Concession Services RFB consisted of two submittals: Submittal #1- Rental
of beach chairs and umbrellas at Newman C. Brakin Park (the Boardwalk), John Beasley Park, Ross
Marler Park, James Lee Park, and the operation of two small concession stands at John Beasley Park;
Submittal #2 - Included submittal #1 with optional sales and rentals.
Val Schoger-Flores owner of The Top of the Dunes, LLC was awarded the Beach Concession Services
contract in 2007. The current contract will expire March 31, 2013. The Beach Concession Services
request for bids was advertised September 26, 2012, two bids were received. The bid opening was held
October 19, 2012 at the Purchasing Department. Island Sands Beach Service of NW Florida, LLC was
the highest bidder with $30,000.00 for submittal #1. Top of the Dunes, LLC bid a total of $17,000.00 for
submittal #1 and #2.
OPTIONS: Award or Reject.
RECOMMENDATION: Staff has reviewed the bids and recommends awarding the contract to Island
Sands Beach Service of NW Florida, LLC and authorize the Chairman to sign the subsequent contract
document.
