Subject : 7.3 Triumph Gulf Coast-OCSD/Hsu
Educational Foundation/NWFSC
Partnership, presented by April
Branscome, Specialist, Career &
Technical Education
Meeting : Mar 11, 2019 - Regular Meeting
Type : Information
Public Content
Dr. Paul Hsu and the Hsu Educational Foundation will be submitting a project request to Triumph Gulf Coast. The proposal will be a
collaborative project between the Hsu Educational Foundation, Northwest Florida State College and the Okaloosa County School District
(OCSD), and will be a stimulus for transforming the local economy in meeting the talent demand determined by the NWF Forward
Regional Strategy economic transformation. The Okaloosa County School District's portion of the Hsu Educational Foundation proposal
is as follows:
Creation of Advanced Manufacturing Academy located in the Bob Sikes Center of Excellence facility in partnership with
Northwest Florida State College; and,
Co-location, expansion and modernization of the Applied Cybersecurity, Engineering, and Robotics programs on the campus of
Crestview High School.
Triumph Gulf Coast funds through the Hsu Educational Foundation will provide for 1) an off-site Advanced Manufacturing Academy (Bob
Sikes Center of Excellence) and 2) allow for the co-location of the three programs at Crestview High School, where each program will
have a classroom and a lab to instruct in an industry-standard environment.
Having co-located classrooms and updated equipment will provide a professional learning environment and will expose students to a
more rigorous, industry-based curriculum. Through the increase of hands-on instruction in the new updated programs, students will be
better able to make informed decisions about high-skill, high-wage and high-demand career training programs. Students in these
programs will have the required knowledge to go directly into the workforce or continue on to a postsecondary program.
This proposal will significantly increase the District’s ability to support the technical workforce needs of current and future industry in our
region. Triumph Gulf Coast funding will allow the programs to grow additional educational opportunities for students through state-of-the
art classrooms and lab facilities. The certifications earned through this proposal will prepare students to continue their postsecondary
education at the Bob Sikes Center of Excellence.
Advanced Manufacturing Academy*
The Triumph Gulf Coast request will assist in creating a high school Advanced Manufacturing Program to be located in the Bob Sikes
Center of Excellence facility in partnership with Northwest Florida State College (NWFSC). The Advanced Manufacturing program will be
a hands-on, project-based learning environment that will develop the technical skills required to meet industry demand and build a long-
term talent supply in our region. The program will be established with state-of-the-art training stations designed to prepare high school
students for entering the workforce pipeline or the Airframe and Powerplant Dual Enrollment program with NWFSC located at the Bob
Sikes Center of Excellence facility. Students in the program will receive training in safety practices, LEAN manufacturing practices/skills,
and industry certifications (OSHA 10, MSCC Certified Production Technologist, Solidworks Certified Associate/Certified Professional, and
MasterCAM Certified Programmer Mill Level 1). The Advanced Manufacturing Academy will create opportunities that will better prepare
students to meet the education and skill requirements of existing and emerging key industries locally, regionally, nationally, and globally.
*This portion of the request was submitted as a part of the Advanced Manufacturing Academy Legislative Funding Request. If the
Legislative Funding Request is funded, this portion of the proposal will be withdrawn.
Applied Cybersecurity
With the tremendous growth of the Internet, Internet of Things (IoT), complex security problems have become prevalent for governments
and private companies, across multiple industry sectors and platforms. Concerns about the security of personal information, intellectual
property, and infrastructure have continued to drive the demand for cybersecurity-related products and services. In order to meet the
demands and concerns of industry, being able to provide the necessary hands-on instruction is critical to the success and retention of
students in the Applied Cybersecurity program at Crestview High School. The implementation of a quality-learning environment is
essential to add industry-standard equipment and instruction in the classroom; this will also provide the ability for students to explore the
curriculum more in-depth using physical and virtual systems. Students in the program will follow a four-year pathway that leads to high-
demand, high-wage jobs and addresses the needs identified in the Northwest Florida Forward Regional Strategic Plan. Certifications
earned in this program (MOS Bundle, MTA Windows Operating Systems Fundamentals, MTA Mobility and Devices Fundamentals,
CompTIA A+, CompTIA Net+, CompTIA Security+) will provide students with multiple postsecondary opportunities—workforce or
postsecondary track.
Engineering
We are living in an increasingly complex technological world that is changing at an exponential rate. Teaching students to be creative,
problem solvers is the goal of the Engineering program at Crestview High School. Currently, the workspace available to engineering
students is limited and does not allow full collaboration and participation in hands-on learning activities. The funding of this proposal will
provide students with the ability to take part in practical skill experience necessary to cultivate the engineer spirit and improve students’
ability to be a productive collaborator to a team. Providing adequate and appropriate facilities, materials and equipment are essential
aspects of the learning process so students will gain the exposure to the engineering profession, which will inspire them to further their
education and prepare them for high-demand and high-wage careers by fostering skills sought by the industry. Students in the
Engineering program have the opportunity to earn valid industry certifications (OSHA10, Autodesk Certified User – AutoCAD, Autodesk
Certified User – Inventor).
Robotics
Technology is changing the way we do things in every aspect of the world and the sector continues to expand. The Robotics program at
Crestview High School provides students the opportunity to participate in the advancement of the robotics sector. At this time, the
Robotics program is located in a small computer classroom that does not allow for a high degree of hands-on, interactive instruction. The
Triumph Gulf Coast funding will provide the program with a classroom and a robotics lab/arena. The Robotics program requires a space
that allows for creativity, design, engagement, teamwork and an environment to work through the iterative process. Increasing students'
engineering and design skills, understanding of mechanical advantage, electrical systems and motor control, programming and
application for a wide array of sensors will give students options for career advanced in multiple subsectors. Having a dedicated space
for access to advanced technology and a space where students feel empowered to engage in high-level problem solving is critical for
student development. A highly trained and skilled workforce is essential to the success of our local, regional, national and global
economy. The Robotics program offers students the opportunity to earn industry certifications that direct them to postsecondary
education and to the Bob Sikes Center of Excellence (OSHA10, RECF Pre-Engineering Certification, RECF Robotics Certification,
Autodesk Certified User – Inventor).

Program, Pre-K Teachers, presented
by Lindsay Maxey, Program Director,

by the Superintendent for approval.
Meeting : Mar 11, 2019 - Regular Meeting
Type : Action
Recommended Action : Motion to approve the
Superintendent's recommendation that
the Best and Brightest Scholarship
program funds not be paid to any
classification of Pre-K Teachers.
Public Content
Based upon an Auditor General Audit Finding for fiscal year-end June 30, 2018, that Pre-K Teachers did not meet the statutory definition
of a "classroom teacher “. Further, the Attorney General required Pre-K Teachers who received funding to refund the money. The
recommendation is that the Best and Brightest Scholarship program funds not be paid to any classification of Pre-K Teachers.
Information from the Auditor General's report is below.
Finding 6: The District disbursed Florida Best and Brightest Teacher Scholarship Program awards totaling $31,200 to 22 prekindergarten
teachers who did not meet the statutory definition of a “classroom teacher” and, therefore, were ineligible for the awards.
Recommendation: The District should enhance procedures to ensure that scholarships are only awarded to eligible recipients who meet
the classroom teacher statutory definition. In addition, the District should refund the FDOE for the awards totaling $31,200 paid to
ineligible scholarship recipients and take appropriate actions to recover from those recipients the improper payments.

Task Order #3 - Pre-GMP Florosa
Elementary School Parent Pick-Up
Relocation Traffic Flow
Reconfiguration.
Public Content
Approval is requested for Program #6, Task Order #3, Florosa Elementary School Parent Pick-Up Relocation Traffic Flow
Reconfiguration.
Scope of Work:
Florosa Elementary School Parent Drop-off/Pickup Reconfiguration: Work consists of the analysis of traffic flow (both bus and car)
entering and exiting the campus and how it affects the safety and security of students and parents during drop-off and pick up periods. It
is proposed that a new parent drop-off/pickup road on school property adjacent to Hwy 98 will be constructed to extend queuing and
provide for entrance and exiting at the existing light. Preliminary design efforts on this proposed solution have already been completed
by the District, and we propose to work with the engineers responsible for this design to finalize a plan that will result in less traffic
buildup in the right of way on Hwy 98 and permits safe exiting from the campus by eliminating or reducing U-turn requirements. We will
coordinate all design efforts to coincide with planned and potential future DOT improvements to the turn lanes on Hwy. 98 so as to
minimize rework and provide smooth traffic flow into and out of the campus. As a component of this design, we will analyze the existing
main parking lot at the entrance to the school to assess if it requires redesign or reconfiguration. This phase does not include any
construction in the parking lot area.
Pre-GMP Budget - $25,000 - This is reduced from the customary 9% of Total Program Budget due to the fact that a design has already
been paid for by the District. However, there is no guarantee that additional design fees will not be incurred by newly proposed options or
design revisions. It is expected that, at a minimum, the existing design will need to be revised and it is highly likely that a new design will
be required to meet the requirements of this project. If extensive redesign is required and additional design fees are incurred, the District
may be required to provide additional funding.
Motion & Voting
Motion to approve TPM Program #6,
