The Florida Department of Education conducted an on-site visit to the Okaloosa County School District to review and provide guidance related
to their ESE programs. The on-site monitoring process included focus groups with school administrators, teachers, paraprofessionals, school
behavioral teams, and parents. As a result of the on-site visit and input and feedback from the focus groups a report was issued containing
several recommendations. Due to the financial resources required to fully implement the suggestions outlined in the report, the Superintendent
is recommending a phase-in approach.
In order to have a successful implementation of the expanded ESE program, those positions will need to be recruited and hired immediately to
ensure a successful start to the 2019-2020 school year. To achieve this goal the Superintendent is requesting approval of District Department
reductions and reallocation of funds to the ESE initiative (see attachment).

The State of Florida Auditor General performed an Operational Audit for fiscal year ended June 30, 2018. The Auditor General issued Report
No. 2019-057 in November 2018 which reflected a finding and a corresponding recommendation that “The District strengthen controls over the
collection of school-age child care fees, including any Board-approved fee exemptions, discounts and surcharges.” The District agrees with the
auditor’s recommendations to enhance and strengthen the collection controls as well as request School Board approval of “child care fees”
annually. As a result, the “Before and After School Child Care Financial Policies and Procedures” have been revised to incorporate the
auditor’s recommendations and are being presented for School Board approval along with the child care fees charged for fiscal year 2018-
2019. The following schools currently offer child care programs:
Antioch Elementary School
Bluewater Elementary School
Bob Sikes Elementary School
Northwood Elementary School

Public Content
