Consent Agenda Subject : 7.5 RFP - Refunding Certificate of Participation, Series 2016, presented by Rita Scallan, Chief Financial Officer, and recommended by the Superintendent for approval. Meeting : Sep 12, 2016 - Regular Meeting Type : Action (Consent) Preferred Date : Sep 12, 2016 Absolute Date : Sep 12, 2016 Fiscal Impact : Yes Budget Source : Capital Outlay Recommended Action : Motion to approve RFP - Refunding Certificate of Participation, Series 2016. Public Content If the School Board refinances the COPs Series 2006 and 2007 it may have the opportunity, using conservative estimates of the current market, to achieve present value savings in excess of $1.75 million, net of all cost of issuance. The estimated present value savings equates to more than 6% on the amount of COPs refinanced. Annual savings could potentially be in excess of $350,000 between fiscal years 2018 through 2022. The estimated savings for fiscal year 2017 is in the neighborhood of $175,000. The above referenced amounts are only estimates and the actual savings may differ based on market changes occurring between RFP issuance and award. The refunding COPs will mature in 2022 as do the existing COPs, as a result there will be no extension of maturities. In order to achieve the maximum savings potential it is recommended to secure a direct loan from a bank, as the refinancing instrument, through the RFP process. A bank loan is a suitable instrument given the short maturity structure and the lower costs of issuance. This process will allow the School Board to eliminate the cost of underwriters, disclosure counsel, ratings, printing and an offering statement will not be required. Consent Agenda Subject : 7.24 Campbell Grant Application for Elliott Point Elementary School, presented by Kathy Ard, Principal of Elliott Point Elementary School, and recommended by the Superintendent for approval. Meeting : Sep 12, 2016 - Regular Meeting Type : Action (Consent) Fiscal Impact : Yes Dollar Amount : $30,000.00 Recommended Action : Motion to approve the Campbell Grant Application for Elliott Point Elementary School, in the amount of $30,000.00. Public Content Mr. Don Campbell is a private donor who enjoys helping others through financial support. Elliott Point Elementary has been connected with Mr. Campbell through a personal relationship with a stakeholder. Mr. Campbell shared his process for consideration- "The way my foundation works is that people submit proposals usually from organizations and then I act on them. If I decide I want to fund the proposal then I ask my Board for approval which I usually receive. Before sending you the information on how to submit a proposal, I would like to hear a little bit about what your proposal would cover so that I can decide if it you should submit a proposal. If necessary I would be willing to talk to you about it on the phone. I wait to hear from you." After speaking with Mr. Campbell and sharing the demographics and needs of Elliott Point, he had his attorney, Ms. Nancy Kuhn, send us the grant application. Ms. Kuhn informed us that Mr. Campbell was prepared to entertain a proposal for $30,000.00 to assist our school. Looking to make the best use of the gift, we decided on technology for the lower grades. Dustin Keith assisted us with deciding on iPads, cases, keyboards, mice, and charging stations. iPads were chosen over other forms of technology due to no recurring costs to keep them in use. Grades K-2 were chosen to receive 5 iPads per classroom. At this time, a lack of technology is a major concern at Elliott Point. Grades K-2 were chosen to increase digital literacy at a young age. Currently, technology is slim in these classrooms. The equipment cost is just shy of $30,000. I have had Mr. McInnis review the proposal and also the attorney's statement of expectations of the support. Ms. Kuhn provided this response - "we require a report verifying that the funds were spent for educational and/or charitable purposes. The report is due within one year of the grant award date. The Board of the Campbell Family Foundation appreciates pictures and a narrative, showing and explaining the use of the grant funds. In addition, financial information detailing expenditures is expected." Mr. Campbell prefers to stay out of the limelight as much as possible. If needed, his attorney can be reached at the following address: Nancy Ortmeyer Kuhn JACKSON & CAMPBELL, P.C. 1120 20th Street, N.W.
