Exchange Teacher who is fully
funded by the Teachers of
Critical Language Program for
the 2015-2016 school year at
Wright Elementary School
Public Content
The positive cognitive and academic impact of foreign language instruction in grades
k-12 is well supported by educational research. Brain research shows this instruction
improves students’ executive control and their ability to focus and listen. Students
who take foreign language demonstrate an increase in their confidence and ability to
solve complex problems. Additional benefits of foreign language instruction include an
increase in college acceptance rates and career marketability.
We have an opportunity to apply to offer foreign language instruction in 2015-16
during students’ elective wheel through a teacher exchange program with the U S
Department of State. This program offers an opportunity for schools to host an
exchange teacher to instruct a critical language in grades K-12. The State Department
assumes the cost for the teacher’s salary, insurance and living expenses. At Wright
Elementary, we have elected to teach Chinese due to an identified need in government
and business. We feel this exchange will also help our students develop cultural
competence and enhance their appreciation of our culture and government. The
benefits of early foreign language instruction will have a positive impact for our
students’ academic success and their future.
For additional questions please contact Dr. Anita Gail Choice at Wright Elementary
School, 833-3580 or Ms. Marti Gardner, Elementary Director at 833-4208.

Because of an increase of over 200 students, who were born outside of the
United States and are entering US schools for the first time, during the past
three years, the Okaloosa County School District has subsequently qualified
to receive funds this year from this Federal Grant. The purpose of this grant
is to assist immigrant students with the acculturation process and to
provide school staff with professional development to enhance the sensitivity
and understanding of various cultures as well as to acquire strategies in
order for students to access the rigorous academic curriculum required by
Florida Standards; moreover, support for immigrant families is also
imbedded in the grant.
However, the Grants Management department under the FLDOE Title III has
not provided the 2015-2016 grant application. Thus, the proposal attached

$80,298.00, which was provided by the FLDOE Title III office, added to the

The District does not have a provision for DROP extension or immediate re-employment beyond the
Deferred Retirement Option Program (DROP) for retirees. Contracting with Staffing of St. Augustine (SS
Solutions) provides the District with a mechanism to utilize the services of retirees. Renewal of
the contract with SS Solutions allows the District to engage the services of retirees who are pre-
approved by the Superintendent. SS Solutions has the approval of the Division of Retirement.
This agreement results in cost efficiencies because typically the contract cost would be at a
significantly lower price than the current cost of the employee. The term of the contract is for one
year, effective July 1, 2015 through June 30, 2016 and may be renewed annually based on School Board
