Discussion Agenda Subject : 8.1 Expansion of School Assistant Principals – District Funded Allocation presented by Rita R. Scallan, Chief Financial Officer, and recommended by Superintendent for approval. Meeting : Jun 24, 2013 - Regular Meeting Type : Action Preferred Date : Jun 24, 2013 Absolute Date : Jun 24, 2013 Fiscal Impact : Yes Dollar Amount : $158,000.00 Budgeted : Yes Budget Source : General Revenue FEFP - Included in Proposed Fiscal Year 2013-2014 Budget Recommended Action : Approval Public Content In fiscal year 2011-2012, the School Board approved allocating an Assistant Principal II - 10-Month position to elementary schools, whose Unweighted FTE was 800 or greater. In fiscal year 2012-2013 the School Board expanded the Assistant Principal – District Funded Appropriation to include an Assistant Principal II – 12-month position to the High Schools and Baker School. For fiscal year 2013-2014, the District recommends modifying the eligibility requirement for elementary schools from 800 to 700 unweighted FTE. The modification is recommended to provide administrative relief, as a result of the Florida Legislature introducing into law a new teacher evaluation system. The new evaluation system requires multiple classroom observations per teacher. Elementary schools only have one administrator to handle all school operations, and with the passage of the new evaluation system it has become virtually impossible for one administrator to comply with all of the new evaluation requirements and manage the daily operations of a large elementary school. The expansion of the Assistant Principal II allocation was included in the proposed School Budget Manual distributed on May 9, 2013 to School Principals and School Board Members. However, since the Proposed School Budget Manual will not be approved until the adoption of the Preliminary and Tentative Budget in late July, the district is requesting approval in order for schools to have sufficient time to interview and select the best candidate for their school. Motion & Voting Motion to table the Expansion of School Assistant Principals - District Funded Allocation until financial informaton is provided to the Board Motion by Cindy Frakes, second by Dewey Destin.
